Solar Panel Removal, Inverter Replacement, and Repair in Estero

What Estero is

Estero incorporated as a village on December 31, 2014, and had 36,939 residents at the 2020 census. It is the most gated place in the service area: the village encompasses some 35 gated communities, 11 golf courses inside its borders, and a homeownership rate that USA Today ranked eighth in the country at 85.5 percent in 2019. Hertz moved its corporate headquarters here in 2013 into a $75 million campus, Coconut Point is the regional mall, and Florida Gulf Coast University borders the village line. The housing is almost entirely 1990s to 2020s construction in master-planned communities, concrete block under concrete tile, with HOA architectural rules on nearly every roof. There is very little of the old block-ranch stock you find in the Cape or North Fort Myers. Solar here went on tile, in gated communities, mostly between 2015 and 2023, and often sold by premium dealers.

What breaks solar in Estero

Ian’s surge came up Estero Bay. The National Hurricane Center’s report puts 8 to 12 feet of inundation above ground in Estero, Bonita Beach, and Bonita Springs on September 28, 2022, and notes that USGS stream gauges in the canals north and east of Estero Bay recorded significant inland surge, with a surveyed high-water mark of 8.3 feet near Mullock Creek. The communities along the bay and the Estero River saw water at inverter height; the ones east of US 41 and along Corkscrew Road saw wind and debris from a storm that came ashore at 130 knots. Ian impacted 52,514 Lee County structures.

Tile roofs at 15 years. The late-1990s and 2000s communities are crossing the line where Florida Statute 627.7011(5) lets an insurer require replacement of a roof 15 years or older unless an inspection shows five years of useful life. Concrete tile lasts; the underlayment beneath it does not, and when the roofer strips it the array has to come off. A tile reset is the top of the per-panel range for a reason: tiles are lifted and re-set around every attachment, flashed tile hooks go in, and the roofer and the solar crew agree in writing on who sets them. Premium systems whose sellers left. SunPower dealers sold into Estero’s gated communities on the strength of the brand’s warranty, and SunPower filed Chapter 11 in Delaware in August 2024; the buyer of its assets has said it is not responsible for systems installed on or before September 30, 2024. ADT Solar announced its exit on January 24, 2024. The panel and Enphase microinverter warranties on those systems are still good, but nobody at the seller is filing them. That is the orphaned system service.

Seasonal owners who never see the system in summer. A large share of Estero homes are occupied November through April. The array’s peak months are April through September, and a microinverter that dies in June is not noticed until the owner returns and looks at the app, if the app still works. A production inspection before the owner leaves in spring, with monitoring confirmed working, is the cheapest habit an Estero solar owner can have.

Permits: the village, with county pockets

The Village of Estero’s Community Development department runs Building Department and Permitting Services for parcels inside the village, under the Florida Building Code 8th Edition (2023), with its own fee schedule. Unincorporated pockets go to Lee County Building and Permitting Services at 1500 Monroe Street in Fort Myers via eConnect, under the county’s Solar-Photovoltaic guide, which requires a permit to add or modify any photovoltaic system and signed and sealed wind-load documentation for the roof zone where the panels sit. In both cases the reinstall permit is separate from the roofer’s re-roof permit, needs the wind-load engineering, and closes with solar and electrical finals.

HOA realities

Thirty-five gated communities means thirty-five architectural review processes. Most treat a re-roof as a reviewed change and expect the array to go back in the same layout, which is also what keeps the wind-load calculation and the FPL interconnection unchanged. Gate access is scheduled, sometimes within limited hours, and some communities require a certificate of insurance on file before a contractor enters. Florida’s solar-rights statute limits how far an association can restrict a solar installation, but the process still runs. We provide the layout drawing, put the roofer’s approval and ours on the same submission, and schedule through the gate.

FPL interconnection

Estero is FPL. The Tier 1 interconnection agreement requires a UL 1741-listed inverter, the local building official’s inspection certificate, ten days’ notice before equipment goes into service, and a new application and interconnection agreement at least 30 calendar days before any modification that increases the system’s rated output. A like-for-like inverter replacement is documented on the permit; a bigger unit or a battery addition is a 30-day filing that we handle.
