What Lehigh Acres is

Lehigh Acres is a census-designated place in eastern Lee County, laid out in 1954 by Chicago businessman Lee Ratner, who had bought 18,000 acres for a cattle ranch and then, with partners Gerald Gould, Manuel Riskin, and Edward Shapiro, platted it into quarter-acre and half-acre lots sold by mail across the country. The result is a 95-square-mile grid of lots that took half a century to fill in and is still filling: 86,784 residents in 2010, 114,287 at the 2020 census, and one of the fastest-growing communities in the county. It has no city government; the Lehigh Acres Municipal Services Improvement District handles drainage and some local services, and everything else is Lee County.

The housing stock is younger than anywhere else in the service area. The 2003 to 2007 boom put more than 7,500 new homes into Lehigh in 2006 alone, mostly three-bedroom block homes on shingle roofs. The crash took the median price from $322,300 in late 2005 to $106,900 by 2008 and unemployment to 14 percent by summer 2009, and a lot of those homes sat empty before the recovery. Building resumed in the mid-2010s and has not stopped. That is the stock solar went on: 2005 and 2018 shingle-roof block homes, sold hard by door-to-door installers in the 2019 to 2023 boom.

What breaks solar in Lehigh Acres

The 2006 shingle roofs are at 20 years. A shingle roof in Southwest Florida rarely makes it much past 15 to 20, and Florida Statute 627.7011(5) lets an insurer require replacement of any roof 15 years or older that cannot pass an inspection for five years of remaining life. Thousands of boom-era Lehigh roofs are crossing that line now with arrays on them, and the detach and reset is the busiest job here. Shingle resets sit at the bottom of the per-panel range.

Ian’s wind, inland. Lehigh is 20 miles from the coast and saw no surge, but Ian’s hurricane-force winds penetrated well inland after the 130-knot landfall at Cayo Costa on September 28, 2022, per the National Hurricane Center’s report. Shingle roofs lost tabs, arrays took debris, and conduit runs that were strapped to the roof surface pulled loose. Ian impacted 52,514 Lee County structures; a share of those were here.

Installer bankruptcies, concentrated. Lehigh’s newer stock, younger owners, and lot-by-lot layout made it prime territory for door-to-door solar sales. Pink Energy (Chapter 7, October 7, 2022), Titan Solar Power (closed June 13, 2024, Chapter 7 in Arizona), and Vision Solar (Chapter 7, December 28, 2023, sued by the Florida Attorney General over incomplete permits) all sold here. Vision Solar’s Florida case specifically alleged that it failed to complete permit requirements on customer systems, leaving owners with fines and liens, and an unclosed permit is exactly the kind of thing that surfaces on a Lehigh home when it sells. Permits: Lee County, always

Every parcel in Lehigh Acres is unincorporated Lee County. Permits go through Building and Permitting Services at the Public Works Building, 1500 Monroe Street, Fort Myers, via eConnect, which contractors are required to use. The county’s Solar-Photovoltaic guide requires a permit to add or modify any photovoltaic power system, under the Florida Building Code 8th Edition (2023) and the 2020 NEC, with a site plan, an electrical diagram, signed and sealed wind-load documentation showing the uplift zone and pressure for the roof area, and weight documentation. Roof-mounted systems close with a 207 Solar Final and a 305 Electrical Final, and an issued permit must pass an inspection within 180 days. The county’s contractor licensing office verifies that the contractor holds a state license registered with the county.

Utility: mostly LCEC

LCEC’s history page lists Lehigh Acres among the communities the cooperative expanded to serve from its North Fort Myers origins, and most Lehigh homes are LCEC members. The FPL boundary runs through the eastern county, so check the bill. LCEC’s standard interconnection agreement requires the customer to obtain the local building official’s inspection certificate that the installation was permitted and approved, ten days’ notice before equipment goes into service, and gives LCEC the right to inspect the utility-interactive inverter. FPL’s Tier 1 agreement adds a 30-day new-application requirement for any modification that raises rated output. Either way, an inverter change means the paperwork on file has to match the wall, and we handle it.
