Solar Panel Removal, Inverter Replacement, and Repair in Punta Gorda

What Punta Gorda is

Punta Gorda is the Charlotte County seat, on the south shore of Charlotte Harbor where the Peace River opens into it, with 19,471 residents at the 2020 census. The city’s signature neighborhood is Punta Gorda Isles, laid out in 1959 with 55 miles of canals, 100 feet wide and 17 feet deep, dug from the harbor and the spoil used to raise the canal-front lots. The result is a waterfront grid of 1960s to 2000s block homes with Gulf access through the harbor, much like the Cape’s southwest quadrant. The old downtown on the harbor has a historic district; Burnt Store Isles and the newer subdivisions east of I-75 round out the city; and the address “Punta Gorda” also covers a lot of unincorporated Charlotte County, from Deep Creek to Burnt Store Road.

Punta Gorda has been rebuilt twice in 20 years. Hurricane Charley made landfall on August 13, 2004 as a Category 4 with 145 mph winds and caused massive destruction in the city; what was restored or rebuilt afterward went up to hurricane-resistant codes. Then Hurricane Ian: the National Hurricane Center’s report puts Ian’s second landfall near Punta Gorda at 125 knots on September 28, 2022, after its 130-knot landfall on Cayo Costa, matching Charley’s wind speed with a pressure one millibar lower. At least 200 homes in Charlotte County were destroyed. Post-Charley roofs held up better than the county’s older stock, which is the whole argument for permitted, engineered attachments on a solar reset.

What breaks solar in Punta Gorda

Ian’s eye passed over. Unlike Cape Coral, where surge did the damage, Punta Gorda’s problem was the eyewall itself. A USGS sensor at Pirate Harbor south of the city measured only 4.47 feet above the high-tide line, per the NHC report, while wind stripped tile and shingle roofs across the Isles and the Peace River’s low pressure record was set by an observer downtown at 951.2 mb. Arrays on post-Charley roofs mostly stayed put; arrays on older roofs, and arrays set on under-engineered attachments by installers who have since closed, did not. Any array that rode out Ian here is worth an inspection for cracked cells and loosened hardware.

Milton’s tornadoes hit the county. The National Weather Service Tampa Bay final survey lists an EF1 tornado on October 9, 2024 that came ashore from the Myakka River at El Jobean and another near Babcock Webb east of the city. Debris travels.

Roofs on the 15-year clock, on both sides of the code line. Post-Charley re-roofs from 2005 and 2006 are 20 years old now. Florida Statute 627.7011(5) lets an insurer require replacement of a roof 15 years or older that cannot pass an inspection for five years of remaining life, and the tile and shingle roofs in the Isles and Burnt Store are getting replaced with arrays on them. Installer bankruptcies. Charlotte County was sold by the same door-to-door installers as Lee: Pink Energy (Chapter 7, October 7, 2022), Vision Solar (Chapter 7, December 28, 2023, sued by the Florida Attorney General over incomplete permits), Titan Solar Power (closed June 13, 2024), and SunPower dealers (Chapter 11, August 2024). The orphaned system service takes those systems over, pulls the Charlotte County permit history, and files the manufacturer claims that survived.

Permits: Charlotte County, not Lee

This is the part that trips up crews from the south. Charlotte County Community Development handles residential solar PV permits in the unincorporated county and requires the application package, a site and roof layout, signed and sealed engineering of the PV system, both electrical and structural, or FSEC certification, manufacturer specifications, load calculations, and a roof structure affidavit with the rack and attachment information. A Notice of Commencement is required over $5,000, properties in a flood zone need an elevation certificate, and roof installations get both electrical and building inspections. Inside Punta Gorda city limits, the city issues its own permits. The Lee County eConnect account is no use here; we file with the right county and the reinstall permit is separate from the roofer’s.

FPL interconnection

Punta Gorda is FPL. The Tier 1 interconnection agreement requires a UL 1741-listed inverter, the local building official’s inspection certificate, ten days’ notice before equipment goes into service, and a new application and interconnection agreement at least 30 calendar days before any modification that increases the system’s rated output. A like-for-like inverter replacement is documented on the permit; a bigger unit or a battery addition is a 30-day filing.
